Clare Doyle Dowd

Clare Doyle Dowd is the Director of Policy and Community at BlocPower. An experienced leader in affordable housing with two decades of experience leading public-sector and nonprofit initiatives, Clare leverages this experience to execute BlocPower’s clean energy objectives. Clare leads BlocPower’s funding opportunities, policy engagements, and government relations.

A graduate of Harvard Kennedy School, Clare previously worked at Local Initiatives Support Corporation, the nation’s largest CDFI, as a Senior Program Officer investing in affordable housing development, resulting in the development of 1,200 housing units. As Associate Director of CEOs of Cities, she led government relations working with university presidents, mayors, and corporate executives. As Director of Downtown Housing for the City of Cleveland, Clare completed nine transactions on behalf of the city for transactions valued at $120M for the redevelopment of vacant warehouses.

Previously, Clare served as Special Assistant to HUD Secretary Henry Cisneros, leading a public housing broadband initiative with 25 PHAs, and also worked with key Congressional leaders to secure $360M of federal funding for disaster recovery.
